Services and interventions against the Social exclusion
The target users of the interventions carried out by the Municipality of Bologna to fight the social exclusion are:
- Italian citizens not living in Bologna (homeless or temporarily without home);
- Refugees or person asking for political asylum;
- Bologna citizens living in difficult socio-economic conditions;administration of Incasol-built housing promotions
- Dismissed prisoners;
- Family of person convicted in the Bologna prison;
In the last years the Municipality of Bologna has invested a lot in the services dedicated to homeless people. In particular several new shelters and special apartments have been organised to facilitate the provision of essential services and facilitate the re-integration of social excluded persons. Beside shelters, several “field” services have been improved in order to optimise and enhance the performance of those social operators in charge to get in touch with homeless directly on streets. Additionally support services (i.e. Front office, Social access point for opportunities, etc) have been reorganised to provide users with personalised social re-insertion paths (i.e. ranging from access to services to re-insertion in the labour market).
Homeless people are generally approached on streets (normally a specific service called Help Unity is in charge of establishing this first contact) this is why past experiences have demonstrated it is the only way to attract users to municipality services. In fact homeless person normally do not rely on these services so street approach is key to win such diffidence. Moreover, this direct contact is also important as it provides a constant updated vision of the homeless phenomenon in town.
Details on interventions dedicated to homelessness in Bologna
The co-operation between the Municipality of Bologna and the NGOs in the homeless management and reinsertion is good and most of the activities carried out have been subcontracted by the Municipality to social private actors.
The subcontracted interventions are mostly related to welcoming actions (i.e. user requests collection, analysis of users needs, selection and organisation of customised reinsertion approaches, etc) . Services in charge of welcoming actions are:
