Adigsa is the Department of the Environment and Housing’s public company that manages the Catalan government’s council-house stock –both for purchase and rental. It will soon become part of the Housing in Catalonia Agency, which is to become the Catalan Government’s housing body of reference.
Adigsa, with the help of the Housing Office, has started up a process to improve the quality of its management. This is aimed at clients and society at large, and aims to make the right to housing come true.
The main tasks performed are in four big areas:
Administration of housing:
- We issue new housing promotions
- We participate in allocation processes
- We are the body that performs the technical, legal and economic administration of Incasol-built housing promotions
- We create architectural projects to improve housing promotions
- We tender and assign maintenance and rehabilitation work
Within the framework of the Right to Housing Scheme 2004-2007 -passed by the Catalan government-, Adigsa coordinates alongside local bodies:
- The Mediation Network for Social Rental, which incorporates local-government housing stock, with the aim of putting owners of empty flats in contact with people that need these but at prices below those of the market.
Through our social responsibility:
- We have started up an initiative, with the collaboration of Town Halls, to remove Francoist plaques from council housing.
- We apply a social clause to rehabilitation work that reserves jobs for disadvantaged people on social-incorporation schemes.
- We give support to projects by neighbourhood groups that encourage greater social cohesion.
- We have formed agreements with town halls, universities, associations, professional bodies and non-profit-making organisations in relation to social housing.
Due to our environmental commitment we encourage:
- Pilot experiences to produce renewable energies, such as, for example, installing photovoltaic plates during rehabilitation work on buildings.
- Energy savings in homes, thanks to the materials used in insulation work on facades and roofs. From 1988 to 2005, annual savings have been made of 16,884 tn CO2
- Waste and rubble recovery in rehabilitation work.
- European projects regarding collaboration in social and environmental experiences.
